    Pastor Chris Avell of Dad's Place in Bryan — a city of about 8,400 about 50 miles southwest of Toledo — ran afoul of town final March when he determined to maintain his church open 24/7 as a result of neighboring the native homeless shelter was the First Liberty Institute of Texas in Plano, Texas, in line with his attorneys.
